Monica Holly Collins
Team Leader · Consultant · Researcher · Educator
I build and research collaboration between universities, business and government.
For the past fifteen years I have worked across universities, international organisations and large companies, in multiple countries. I have managed EU-funded research projects at Institut Mines-Télécom Business School, designed and carried out research for clients including Airbus, Total, Dassault Systèmes and Siemens, and consulted for UNESCO and the OECD. I completed a PhD in 2026 on how universities take on innovations, and I am now Deputy Director of the International Centre for Knowledge Resilience (ICKR) in Paris.

About
What I do, and how I got here
I came to this work through policy. At the OECD and UNESCO I worked on development co-operation in West Africa and on data gaps in evidence-based policymaking, and I kept meeting the same problem: universities, companies and governments each hold knowledge the others need, and rarely have a working way to exchange it.
A study I ran during my Master’s, on why so many countries loosened their student visa rules in the 1990s, led me to the idea of the knowledge-based economy and from there to Etzkowitz and Leydesdorff’s triple helix model. That model has guided my choices ever since, and my PhD at the University of Technology Sydney, finished in 2026, asked how universities take on innovations at all. I developed a framework for implementing lifelong learning programmes inside universities, treating the programme itself as the innovation. The framework adapts to other kinds of innovation as well.
Most of my work since has been practical. At Institut Mines-Télécom Business School I co-led a research team through more than fifteen EU-funded projects on innovation in higher education and research valorisation. Through LEX, formerly Petrus Communications, I have spent a decade designing and carrying out research for clients including Airbus, Total, Dassault Systèmes and Siemens, ranging from literature reviews to full research projects, and turning the findings into recommendations they could act on. That work includes the Engineer of the Future white paper. Most recently I have been working with companies such as Siemens to help them understand and develop micro-credentials.
I teach as well, at Master’s and undergraduate level and in English, using challenge- and problem-based approaches. Working with the companies that hire graduates lets me give students a realistic picture of the environments they are heading into.

Expertise
What I work on
My work usually combines four areas, and most projects involve more than one of them.
Partnerships & ecosystems
University-business-government collaboration, following Etzkowitz and Leydesdorff’s triple helix model: public-private partnerships, knowledge and technology transfer, and advising companies on how to engage strategically with universities and with the graduates they hope to hire.
Research & evaluation
Research design, survey development and in-depth interviews, with qualitative, quantitative, textual and discourse analysis, and comparative studies across countries and institutions. I publish in peer-reviewed journals and Scopus-indexed proceedings, and I have managed research projects from design to reporting with international teams.
Learning programmes
Pedagogical strategy, academic and curriculum design, programme design and evaluation, employability and micro-credentials. Most recently I have been working with companies such as Siemens to help them understand and develop micro-credentials.
Innovation & AI adoption
Digital transformation, emerging technologies and the ethical adoption of AI in education, along with the management of EU-funded projects from proposal through consortium delivery to dissemination.
